Served as president of the Oak Hill Civic Association and the Annandale Rotary Club, and provided pro bono legal services to local faith and civic organizations

Resolution directs the Clerk of the House of Delegates to present a copy to McConville as an expression of admiration for his contributions to the Commonwealth
