Increases Virginia's minimum wage to $12.77 per hour starting January 1, 2026, rising to $13.75 on January 1, 2027, and reaching $15.00 on January 1, 2028

Maintains that employers must pay the greater of the Virginia minimum wage or the federal minimum wage at each stage

Establishes automatic annual cost-of-living adjustments beginning January 1, 2029, based on the Consumer Price Index (CPI-U)

Requires the Commissioner of Labor to calculate and publish the adjusted minimum wage by October 1 of each year, with adjustments that cannot be less than zero

Preserves existing provision allowing employers to pay trainees in approved programs 75% of the state minimum wage for up to 90 days
