Expands employment exceptions for children aged 16 and older who are serving voluntary apprenticeships, allowing them to work in certain otherwise-prohibited occupations in accordance with federal Fair Labor Standards Act regulations

Creates new exception allowing 16-year-olds to participate in apprenticeship programs or work-based learning experiences in culinary arts or information technology fields

Requires apprentices in culinary arts or IT programs to be continuously enrolled in an accredited secondary school with a letter of support from a school counselor or administrator each semester verifying on-track graduation status

Mandates that youth apprentices be registered through Virginia's apprenticeship program or applicable federal regulations (29 C.F.R. § 570.50(b) or (c)) and enrolled in a Board of Education-approved work-training program

Prohibits apprentice work that violates federal Fair Labor Standards Act, Virginia Occupational Safety and Health Program guidance, or any laws regarding hazardous or prohibited occupations for minors
