Establishes a supplemental payment program for qualified volunteer emergency medical services (EMS) agencies to cover the gap between actual costs for ground emergency medical transport services and reimbursements received from Medicaid and other sources

Requires eligible volunteer EMS agencies to be enrolled as Medicaid providers with an active provider agreement and to provide ground emergency medical vehicle transportation to Medicaid members

Caps total Medicaid reimbursement, including the supplemental payment, at 100 percent of actual costs for qualifying ground emergency medical transport services

Amends § 32.1-325 of the Code of Virginia to add this provision to the state plan for medical assistance services submitted to the U.S. Secretary of Health and Human Services
