VA SB108

Requires all Virginia school boards to develop and implement policies that prohibit student cell phone and smart device use "bell to bell" (from the first bell starting instruction until dismissal, including lunch and between classes)

Defines "smart device" as any personal electronic device that connects to the Internet and wirelessly collects, processes, and transmits data, including smart watches and tablets

Permits exceptions for students with Individualized Education Plans, 504 Plans, health care plans, diabetes medical management plans, or Limited English Proficiency plans to use devices for health monitoring or assistive technology

Prohibits students from being suspended or expelled solely for violating cell phone policies, and excludes school resource officers from policy enforcement

Places responsibility for implementation and enforcement on school administration while minimizing disruption to teachers' instructional duties
