Mandates notifications be sent via email and SMS text message, with information available in multiple languages on school division websites

Requires parental notifications to include information on state laws regarding safe firearm storage, child access prevention, and firearm-related accident and fatality statistics from the CDC

Notifications must also include tips and resources for seeking help for children who may be a danger to themselves or others, including information about the role of firearms in youth suicides

Amends § 22.1-79.3 of the Code of Virginia governing school board policies on parental notification
