Requires the Superintendent of Public Instruction to employ at least one certified school library specialist within the Department of Education

Mandates the specialist provide leadership and technical assistance on information literacy skills, implement state and national school library standards, and support STEM learning and digital literacy programs

Directs collaboration with The Library of Virginia and state organizations to acquire and promote digital resources for K-12 students

Requires the specialist to assist school divisions lacking division-level library supervisors and serve as a consultant on school library licensure requirements

Tasks the specialist with creating connections between national school library standards and Virginia's Standards of Learning, and providing professional development for school librarians statewide
