Directs the Department of Medical Assistance Services (DMAS) to submit state plan or 1915(c) waiver amendments to the Centers for Medicare and Medicaid Services to modify consumer-directed services rules under Home and Community-Based Services Medicaid Waivers

Allows individuals receiving consumer-directed services to serve as their own Employer of Record (EOR) for service delivery

Permits individuals to designate another person to perform all or some EOR duties on their behalf when the individual is unable to perform those duties or direct their own care

Requires the employer identification number (EIN) to remain assigned to the individual receiving services, with exceptions for minors, those ineligible to use their existing EIN for tax purposes, or others deemed ineligible by DMAS rule

Authorizes DMAS to limit designation changes to no more than twice per calendar year
