Requires other states' concealed handgun permit laws to be "substantially similar" to Virginia's requirements for reciprocity, rather than just requiring 24-hour permit verification and photo ID

Directs the Attorney General to determine which states qualify for reciprocity and requires the Department of State Police to publish the list of qualifying states on its website

Prohibits Virginia residents from using out-of-state concealed carry permits to carry in Virginia, except for active duty military service members and their spouses

Mandates review of existing reciprocity agreements by December 1, 2026, with revocation of agreements for states that don't meet the new "substantially similar" standard

Takes effect July 1, 2027, with the Attorney General required to provide written explanations for any determinations that other states' laws meet Virginia's standards
