Requires other states' concealed handgun permit laws to be "substantially similar" to Virginia's requirements before their permits will be recognized in Virginia, with the Attorney General determining which states qualify

Eliminates the previous requirement that out-of-state permit holders carry government-issued photo ID and display their permit upon law enforcement demand

Prohibits Virginia residents from using out-of-state concealed carry permits to carry in Virginia unless they also hold a valid Virginia permit, with an exception for active duty military members and their spouses

Mandates the Attorney General review all existing reciprocity agreements by December 1, 2026, and revoke recognition of states that don't meet the new "substantially similar" standard

Main provisions take effect July 1, 2027, with the reciprocity review process beginning July 1, 2026
