Removes farm laborers and farm employees from the list of workers excluded from Virginia's minimum wage requirements, extending minimum wage protections to these agricultural workers.

Maintains the existing exemption for temporary foreign workers governed by 20 C.F.R. Part 655 (H-2A and H-2B visa programs), meaning these workers remain excluded from state minimum wage coverage.

Amends Virginia Code § 40.1-28.9 in both its current version and the version scheduled to become effective July 1, 2030.

Takes effect January 1, 2027.
