Requires each school board to develop and implement a divisionwide plan for the care of students diagnosed with diabetes, effective beginning with the 2028-2029 school year

Permits students with diabetes to carry and use cell phones or smart devices to monitor glucose levels, communicate with parents, or contact health care providers about diabetes management

Expands which school employees can assist with insulin pump insertion and reinsertion, including trained licensed practical nurses and authorized unlicensed personnel, with immunity from civil liability for ordinary negligence

Mandates the Department of Education to conduct a comprehensive review of the "Diabetes Management in Schools: Manual for Unlicensed Personnel" by January 1, 2028, with biennial reviews thereafter

Allows school board employees without specific health-related duties to decline to provide future health-related services with reasonable notice to the school division
