Specifies that Commonwealth payments for towing, impoundment, immobilization, and storage costs shall be made through the state treasury from the appropriation for criminal charges

Requires payment to towing/storage providers within seven calendar days after a request is made when a lienholder repossesses a vehicle under an existing security agreement

Mandates that all requests for reimbursement or payment of these costs by the Commonwealth must be submitted on a standardized form developed by the Executive Secretary of the Supreme Court

Applies to vehicles impounded when drivers are arrested for operating without a license or with a suspended/revoked license due to DUI-related offenses

Maintains that offenders remain liable to reimburse the Commonwealth for all reasonable impoundment costs and expenses paid on their behalf
