Amends Virginia Code § 46.2-301.1 governing vehicle impoundment for driving with a suspended/revoked license or without an operator's license

Requires the Commonwealth to pay or reimburse towing, impoundment, immobilization, and storage costs when charges are dismissed, the person is acquitted, or a court finds no probable cause existed for the arrest

Specifies that Commonwealth payments for impoundment costs must be made through the state treasury from the appropriation for criminal charges within seven calendar days of a request

Mandates that the Executive Secretary of the Supreme Court develop a standardized form for requesting reimbursement or payment of towing and storage costs from the Commonwealth

Maintains that offenders remain liable to reimburse the Commonwealth for costs even when the state initially pays towing companies due to lienholder vehicle repossession
