Amends the 1942 charter for the Town of Chatham in Pittsylvania County to update outdated provisions and modernize language throughout the document.

Removes obsolete provisions including the power to inspect weights and measures, regulate transportation of articles through streets, and residency-based time limits for expelling certain persons from town.

Replaces all references to "town sergeant" with "chief of police" to reflect current law enforcement terminology and structure.

Removes the previous salary caps of $600 annually for council members and $1,200 annually for the mayor, allowing council to set compensation in accordance with state law (§ 15.2-1414.7 of the Code of Virginia).

Adds a new section (§ 15.1) requiring gender-neutral interpretation of the town charter, stating that all gender-specific references apply to all genders and singular/plural terms are interchangeable as context requires.
