VA SB13

Eliminates the requirement for motor vehicles to display a front license plate, requiring only a rear plate for most vehicles (excluding tractor trucks, which must still display a front plate)

Permits vehicle owners to voluntarily display two valid license plates (front and rear) if they choose to do so

Removes the special exception that previously allowed antique motor vehicles to display only a single license plate based on original manufacturer design or certain historical plate years (1906-1909, 1945-1946)

Updates related provisions in Virginia Code sections governing antique vehicle registration and tangible personal property tax classifications to reflect the single-plate requirement

Maintains existing requirement that tractor trucks display their license plate on the front of the vehicle
