Defines "high energy use facility" (HEUF) as a proposed facility expected to require 100 megawatts or more of electrical power from a retail electric utility

Requires localities to mandate a site assessment before approving rezoning, special exceptions, or special use permits for new HEUFs, examining the sound profile's impact on residential units and schools within 500 feet of the property boundary

Allows localities to optionally require the site assessment to examine effects on ground and surface water resources, agricultural resources, parks, registered historic sites, and forestland on or immediately contiguous to the HEUF site

Requires the electric utility serving the HEUF to submit information to the locality describing any new or existing substations and the anticipated transmission voltage needed to serve the facility

Exempts expansions or modifications of existing approved facilities unless the expansion adds 100 megawatts or more of additional electrical power
