Authorizes the Department of Motor Vehicles to enter into agreements with nationally recognized motor vehicle title databases to share and receive vehicle owner and lienholder information between governmental entities

Requires any participating database to provide secure storage for data shared by the Department

Limits information released under these agreements to only what is necessary to determine or verify motor vehicle ownership and lienholder status

Creates an exception to existing restrictions in § 46.2-208 regarding DMV data sharing
