Creates new Virginia Code section 18.2-404.1 prohibiting obstruction of reproductive health care facilities through force, threats, physical obstruction, or property damage

Defines "physical obstruction" as rendering passage to or from a reproductive health services facility impassable, unreasonably difficult, or hazardous

Covers hospitals, clinics, physician's offices, and any facility providing medical treatment related to the human reproductive system, including pregnancy or termination of pregnancy

Violations constitute a Class 1 misdemeanor for intentionally injuring, intimidating, or interfering with persons obtaining or providing reproductive health services

Explicitly preserves free speech rights, stating the law does not restrict the content of messages communicated inside or outside regulated areas
