Requires publicly owned treatment works (POTWs) to mandate quarterly PFAS discharge monitoring from industrial users including PFAS manufacturers, electroplating facilities, semiconductor facilities, paper/packaging manufacturers, textile mills, centralized waste treatment facilities, industrial launderers, airports, and fire training facilities

Industrial users must report PFAS monitoring results to POTWs within 30 days of receiving laboratory results, with an initial one-year characterization period of quarterly testing

Allows POTWs to discontinue quarterly monitoring for facilities with results below method detection levels for two consecutive quarters, or reduce frequency to annual monitoring after initial characterization

New industrial users must submit initial PFAS monitoring results within 90 days of beginning discharges to the POTW

POTWs must report all PFAS monitoring information received to the Department of Environmental Quality on a quarterly basis, using EPA Method 1633 or other DEQ-approved testing methods
