Directs the Virginia Board of Education to develop alternative graduation pathways for earning a Standard Diploma that do not require passing Standards of Learning (SOL) assessments

Requires at least one pathway to include nonassessment demonstrations of competence such as capstone projects, portfolios, work-based learning experiences, dual-enrollment courses, or industry-recognized credentials

Mandates specific attention to accessibility for English language learners and Students with Limited or Interrupted Formal Education

Requires the Board to consult with educators, superintendents, school boards, principals, counselors, parents, students, and education associations during development

Board must submit a progress report to the Governor and legislative education committees by January 1, 2027, detailing developed pathways, stakeholder input, and implementation timelines
