Creates the Motorcycle Driver Improvement Clinic Fund, financed by a $3 surcharge on each motorcycle registration fee collected by the Department of Motor Vehicles.

Establishes motorcycle driver improvement clinics as specialized programs covering safe motorcycle operation, motorcycle-specific issues, and standard driver improvement topics adapted for motorcyclists.

Requires motorcycle driver improvement clinic curricula to be comparable in structure and rigor to standard driver improvement clinics, with priority given to computer-based (online) clinic providers.

Authorizes courts to direct defendants who committed traffic violations while operating a motorcycle to attend a motorcycle driver improvement clinic instead of a standard clinic.

Directs the Fund to cover DMV administrative costs, funding for motorcycle driver improvement clinics, and contractual costs for operational support of such clinics.
