Increases the maximum number of general district court judges in the Twelfth District from 5 to 6 and the Twenty-sixth District from 5 to 6.

Increases the maximum number of juvenile and domestic relations district court judges in the Twelfth District from 6 to 7 and the Fifteenth District from 9 to 10.

Raises the maximum number of circuit court judges in the Twentieth Circuit from 5 to 6 and the Twenty-seventh Circuit from 6 to 7, with changes for the Fifteenth and Twentieth Circuits effective July 1, 2027.

Requires the Judicial Council of Virginia to study the organization and boundaries of the Fifteenth and Twentieth Judicial Circuits, examining caseloads, population growth, geography, and whether redrawing circuit boundaries would better serve citizens.

The Judicial Council must complete its study by November 30, 2026, and submit findings and recommendations to the Governor and General Assembly.
