Adds "volunteers" to the list of individuals who may be certified as commercial applicators or registered technicians for governmental agencies, allowing them to apply or supervise pesticide application for those agencies

Expands the exemption for unpaid volunteers using nonrestricted herbicides to control invasive plants from only local political subdivisions to also include state agencies

Requires that unpaid volunteers working for state agencies (in addition to local political subdivisions) receive instruction from a certified commercial applicator on herbicide risks, equipment use, personal protective equipment, and environmental protection before application

Maintains the requirement that unpaid volunteers must work under direct supervision of a certified commercial applicator when applying herbicides on government-owned properties
