Exempts all maternal and perinatal health services from Virginia's certificate of public need (COPN) requirements, removing regulatory barriers to establishing or expanding these services.

Covers a broad range of services including labor and delivery units, birthing centers, neonatal intensive care units (Levels I-IV), postpartum care, prenatal clinics, midwifery services, and perinatal mental health programs.

Allows medical facilities to add, convert, or relocate obstetric and neonatal beds without state approval, and to acquire related medical equipment such as fetal monitors, neonatal ventilators, and incubators.

Removes "neonatal special care" from the list of services requiring COPN approval when introduced at existing medical facilities.

Defines "maternal and perinatal health services" as all care related to preconception, pregnancy, childbirth, postpartum, and infant care through 12 months of age in any setting.
