Requires inpatient treatment facilities to disclose to school mental health professionals when a minor student poses a "specific and immediate threat to cause serious bodily injury or death" to an identified person upon discharge

Allows parents to opt in to disclosure when a facility determines their child requires additional educational services after discharge from inpatient treatment

Expands discharge plan requirements to include minors in state hospitals or training centers, in addition to those in detention or shelter care

Prohibits facilities from delaying a minor student's discharge solely to make required disclosures to school personnel

Directs the Department of Education to create guidelines protecting disclosed discharge information from further dissemination beyond its intended purpose; provisions take effect January 1, 2027
