Shifts City of Williamsburg municipal elections from May to November, beginning with the November 2026 general election for two council seats and November 2028 for three council seats

Changes when newly elected council members take office from July 1 to January 1 following their election

Renames the "director of finance" position to "chief financial officer" throughout the city charter while maintaining all existing duties and authorities

Reorganizes Department of Finance divisions to include accounting and control, purchasing, collection, and license inspection functions

Grants the city manager authority to transfer unencumbered appropriation balances between departments or activities within a fund, while requiring council approval for transfers between funds
