Defines products as misbranded if they contain manufactured proteins but use meat or poultry terminology on labels without clear qualifying language in close proximity

Establishes civil penalties up to $500 per misbranded food product for violations, with the Board authorized to set increasing penalties for repeat offenses

Exempts violators from criminal misdemeanor penalties that would otherwise apply to misbranding violations under Virginia's food safety laws

Adds violations of the new labeling requirements to Virginia's list of prohibited consumer protection practices under the Virginia Consumer Protection Act
