Defines "instructional material" as content specifically assigned by teachers for coursework, explicitly excluding library books unless directly required for classroom assignments

Requires the Virginia Department of Education to develop model policies for parental notification when instructional materials contain sexually explicit content

Mandates that parents be allowed to review sexually explicit instructional materials and request alternative non-explicit materials for their children

Prohibits this section from being used to censor or remove books from public school libraries

Requires local school boards to adopt policies consistent with or more comprehensive than the state model policies
