Assessment must evaluate a framework for memorandums of understanding between certified agencies and school boards, including requirements for background checks, privacy policies, and parental consent procedures

Department must consider compliance monitoring mechanisms, enforcement penalties, and procedures for secure disposal of student personal information

Report with findings and cost estimates due to Senate and House education and appropriations committees by November 1, 2026
