Expands the Brown v. Board of Education Scholarship Program to allow eligible students and their lineal descendants to use scholarship funds at accredited two-year or four-year institutions outside Virginia

Limits scholarships for out-of-state institutions to $5,000 annually, though the Brown v. Board of Education Scholarship Committee may adjust this cap as needed

Maintains existing eligibility for Virginia-based educational agencies including public schools, accredited Virginia colleges, high school equivalency programs, career and technical schools, and CLEP programs

The Brown v. Board of Education Scholarship Program provides educational assistance to individuals who were denied educational opportunities due to school closures during Virginia's "Massive Resistance" era following the 1954 Supreme Court desegregation ruling
