Creates a three-year renewable teaching license for career and technical education (CTE) or dual enrollment courses at Virginia public high schools

Applicants must be currently employed as instructors at regionally accredited institutions of higher education and teaching the same subject area they seek to teach in public schools

License holders must maintain continuous employment at their higher education institution to keep their teaching license

School boards must provide training on instruction and assessment to these license holders during their first year of employment

Directs the Board of Education to amend its regulations to implement the new license type
