Creates a new special license plate program for Virginia REALTORS members, separate from the existing occupational association plates under § 46.2-746.8

Requires an annual fee of $25 in addition to standard license plate fees for Virginia REALTORS plates

Directs $15 of each $25 fee (after the first 1,000 registrations) to the Virginia REALTORS License Plates for Relief Fund to provide financial assistance for natural or manmade disaster relief in Virginia

Allows existing Virginia Realtors plates issued before July 1, 2026, to remain valid until expiration and then be renewed under the new program
