Expands juvenile and domestic relations district court jurisdiction to allow "other custodians" (not just parents) to file petitions seeking relief from a child's care and custody under subdivision A 4 of § 16.1-241

Requires petitioning parents or custodians to cooperate with appropriate services offered by the local department of social services before seeking court relief of custody

Conditions court disposition on a finding that the petitioner cooperated with social services unless the court previously determined that continued placement in the home would be contrary to the child's welfare

Amends §§ 16.1-241, 16.1-277.02, and 16.1-278.3 of the Code of Virginia to implement these changes to the petition and hearing process for relief of care and custody cases
