Creates a new registration category for "positive behavior support facilitators" in Virginia, authorized to perform collaborative behavioral health services including screening, intake, care coordination, client education, crisis de-escalation, and implementing interventions on individual care plans

Requires facilitators to work under supervision by either a DBHDS-endorsed positive behavior support facilitator or a professional approved by the Board of Counseling, Board of Psychology, or Board of Social Work who has completed required supervisor training

Establishes qualification requirements including completion of Board-approved didactic education hours, a bachelor's degree from an accredited institution, and a specified number of supervised experience hours

Exempts initial regulations from the Administrative Process Act while still requiring public comment, with the Board of Counseling, Department of Behavioral Health and Developmental Services, and Department of Medical Assistance Services required to align their respective regulations
