Authorizes TPA-certified optometrists in Virginia to sell and dispense Schedule VI controlled substances directly to their own patients for treatment of eye conditions and adnexa

Requires optometrists to obtain a limited-use license from the Board of Pharmacy and submit their premises to inspection by the Department of Health Professions

Mandates the optometrist be present during dispensing, inform patients of appropriate drug use, and comply with storage, packaging, labeling, and recordkeeping regulations

Limits dispensing to finished pharmaceutical products in original manufacturer packaging for patient self-administration; prohibits compounding or repackaging by the optometrist

Directs the Board of Optometry and Board of Pharmacy to promulgate implementing regulations, with initial regulations exempt from the Administrative Process Act
