Caps annual salary for local school division superintendents at the amount paid to the state Superintendent of Public Instruction

Defines "annual salary" broadly to include base pay, bonuses, incentive payments, deferred compensation, retirement enhancements, severance provisions, and any other financial benefits functioning as salary

Excludes reasonable expense-based allowances from the salary cap, such as travel allowances and technology stipends tied to documented expenses

Applies to any new or renegotiated superintendent contracts agreed to by school boards on or after January 1, 2027

Adds new section 22.1-60.2 to the Code of Virginia governing division superintendent employment matters
