Renames the "National Teacher Certification Incentive Reward Program" to "National Board Certification Incentive Reward Program" and expands eligibility from teachers to all public school staff pursuing National Board for Professional Teaching Standards certification

Provides incentive grants to cover initial certification costs: half of the total fee disbursed upon registration and the remaining half upon successful certification achievement

Covers the full Maintenance of Certification (MOC) fee for candidates renewing their national certification, disbursed upon successful completion

Increases annual awards for certified staff from $5,000 initial/$2,500 subsequent to $7,500 per year for the life of the certificate, plus an additional $2,500 annually for those employed in Title I schools

Requires biennial increases to award amounts during the rebenchmarking process to protect against inflation
