Requires at least two conspicuous signs (including one speed display sign) within 1,000 feet of monitored zones, with the dual-sign requirement taking effect July 1, 2027

Mandates a 30-day warning period for new devices placed after July 1, 2026, during which no civil penalties may be assessed for mailed summonses

Requires annual reporting by law enforcement agencies on prosecutions, penalties collected, operating costs, and equity reviews, with the Department of State Police compiling and publishing aggregated data by December 15 each year
