Directs the Virginia Department of Education to collaborate with the Virginia High School League (VHSL) Executive Committee to review residency requirements for student athlete eligibility

Aims to align VHSL athletic participation residency rules with public school enrollment residency requirements to the maximum extent practicable

Requires consultation with school boards, public school administrators, and other stakeholders during the review process

Mandates examination of existing VHSL residency requirements and applicable waivers compared to school division enrollment requirements

Report with findings and recommendations due to the Senate Committee on Education and Health and House Committee on Education by November 1, 2026
