Creates a 15-member Distributed Energy Resources Task Force as an advisory commission to develop strategies for energy affordability and compliance with Federal Energy Regulatory Commission Order No. 2222

Defines distributed energy resources as facilities up to 5 megawatts located on customer premises or connected to the distribution system that produce, store, or modify timing of electricity consumption

Requires the Task Force to review existing laws affecting distributed energy deployment, recommend modernized interconnection standards, and develop policies for microgrids, community resiliency hubs, and virtual power plants

Mandates submission of an interim report by October 1, 2026, a final report with legislative recommendations by November 1, 2026, and a deployment report by June 30, 2027

Task Force expires July 1, 2027, with the Governor authorized to establish a permanent distributed energy resources advisory council based on findings
