Authorizes the Board of Visitors of the Virginia School for the Deaf and the Blind to establish a campus police department with sworn police officers, in addition to the existing authority to maintain campus security personnel

Creates a Virginia School for the Deaf and the Blind Executive Cabinet consisting of the superintendent, assistant superintendent, director of finance, and director of human resources to handle day-to-day governance functions under Board oversight

Exempts faculty of the Virginia School for the Deaf and the Blind from the Virginia Personnel Act, allowing the Board to establish separate employment policies, compensation, and benefits for teaching staff

Requires salary schedules for professional personnel to be competitive with both local school divisions and other schools for the deaf and blind nationally

Grants the superintendent or designee authority to hire and separate employees to ensure continuity of operations, with Board chairman approval required only for filling Board-appointed vacancies between meetings
