Reduces the Roanoke Higher Education Authority board of trustees from 19 members to 18 members

Removes the presidents of Old Dominion University and the University of Virginia from the board while adding the president of Appalachian College of Pharmacy

Changes the title of the Total Action for Progress representative from "Director of TAP This Valley Works" to "President of TAP" and adds the option for a designee to serve in their place

Retains the existing board structure including two House of Delegates members, one Senator, five Governor-appointed citizen members representing Roanoke Valley business and industry, and representatives from various Virginia universities and educational institutions
