Requires a bond or financial security of at least $10,000 per licensed bed, maintained for five years, which may be used by the Commissioner to cover expenses related to closures, bankruptcies, or receiverships.

Entering operators or individuals with operational control must have at least five years of experience as a nursing home administrator and must attest to having quality assurance plans, liability insurance, and sufficient qualified staff.

Imposes civil penalties of $2,000 for failure to notify the Commissioner of application changes and $2,000 per day for completing an operator change without proper application or for providing fraudulent information.
