Directs the Virginia Department of Energy Director to identify and develop training resources for the offshore wind industry, including pre-hire soft skills and technical skills curriculum for manufacturing trades, maritime workers, and service providers

Requires assessment of offshore wind developers, equipment manufacturers, and supply chain firms operating in Virginia, with consideration of establishing a Global Wind Organisation training program covering safety requirements like fire awareness, first aid, sea survival, and working at heights

Prioritizes training resources for veterans, local workers, and workers from historically economically disadvantaged communities

Mandates consultation with public and private higher education institutions, vocational-technical schools, apprenticeship programs, and at least one historically black college or university in developing training resources

Allows funding from existing local, state, or federal sources and grants, with coordination required with the Transmission Siting and Economic Development Program and Hampton Roads Workforce Council
