Adds geothermal heating and cooling systems to Virginia's Renewable Energy Portfolio Standard (RPS) Program as eligible renewable energy sources that can generate Renewable Energy Certificates (RECs) for utility compliance

Expands the definition of "geothermal heating and cooling system" by removing the requirement that replaced cooling systems must not meet federal Energy Star standards, and clarifies that systems must not feed electricity back to the grid "at the level of the geothermal heat pump"

Requires Phase I and Phase II electric utilities to submit annual reports on energy from geothermal heating and cooling systems, including installed capacity and renewable energy generated

Maintains existing RPS requirements that escalate annually, reaching 100% renewable energy by 2045 for Phase I Utilities and 2050 for Phase II Utilities, with geothermal systems now counting toward these targets
