Expands Virginia's shared solar program for Phase I Utilities from an initial 50 megawatts to 150 megawatts total, with 50 MW releases on July 1, 2026, and January 1, 2028, followed by a Commission proceeding by May 1, 2029 to determine future capacity

Requires "net crediting" functionality starting July 1, 2027, allowing utilities to include subscription fees on customer bills and provide net credits, with fees capped at one percent of bill credit value

Allows subscriber organizations to distribute excess bill credits more frequently than the previous annual requirement

Mandates the State Corporation Commission update shared solar regulations by December 31, 2026, with utility tariff filings due by March 1, 2027

Requires low-income customers to receive net financial savings of at least 10 percent relative to subscription fees throughout the life of their subscription
