Requires Virginia's Department of Energy to adopt state energy and water conservation standards for appliances if the federal government removes products from coverage under the Energy Policy and Conservation Act of 1975

State standards must be equivalent to the last applicable federal standards for products with compliance dates on or before December 31, 2025

Prohibits sale, lease, or rental of new products in Virginia that do not meet the adopted standards

Manufacturers must test products using federal test procedures as of December 31, 2025 and certify compliance through approved third-party databases

Exempts products where federal law preempts state standards or where federal courts have set aside energy/water conservation standards
