Requires health insurers, corporations, and health maintenance organizations to cover at least one opioid antagonist (overdose reversal medication like naloxone) dispensed pursuant to a prescriber's order

Mandates that at least one covered opioid antagonist be placed on the lowest cost-sharing tier of the prescription drug formulary

Prohibits insurers from imposing prior authorization or step therapy requirements for opioid antagonist coverage

Exempts short-term travel, accident-only, limited disease policies, Medicare supplement plans, and short-term nonrenewable policies of six months or less

Takes effect January 1, 2027, for policies delivered, issued, or renewed in Virginia after that date
