Directs the Virginia Department of Education to develop guidelines for IEP teams on addressing and preventing bullying, harassment, and teasing of children with disabilities

Requires IEP teams to consider whether a child has a disability affecting social skills development or has experienced bullying, harassment, or teasing at school

Guidelines must include strategies, services, and supports for developing social skills, self-advocacy, and self-awareness skills when applicable

Department must create model instructional programs and materials to increase student awareness, understanding, and acceptance of neurodivergence and autism spectrum disorder

Development process must include consultation with special education instructors, disability and neurodivergence advocacy groups, and other appropriate stakeholders
