Requires examination of grid enhancing technologies and high-performance conductors as potential supplements or alternatives to building new infrastructure

Mandates analysis of voluntary regulatory pathways allowing large customers to directly finance infrastructure alternatives in exchange for accelerated interconnection

Report due to the General Assembly by December 1, 2026

Department must solicit voluntary private funding through an open RFP process to hire independent consultants; analysis will only proceed if sufficient private contributions are received
