Establishes "standards of responsible conduct" for firearm industry members, prohibiting them from knowingly creating, maintaining, or contributing to a public nuisance through the sale, manufacture, importation, or marketing of firearms and related products.

Requires firearm industry members to implement "reasonable controls" to prevent sales to straw purchasers, firearm traffickers, prohibited persons, and those at substantial risk of harming themselves or others.

Creates civil liability allowing the Attorney General, local attorneys, or injured persons to sue firearm industry members for injunctions, compensatory and punitive damages, restitution, and attorney fees.

Plaintiffs do not need to prove the firearm industry member intended to cause harm or engage in a public nuisance to prevail in court.

Sets a two-year statute of limitations for bringing actions and grants the Attorney General authority to issue civil investigative demands when there is reasonable cause to believe violations have occurred.
